About Rotate Layers
A "Rotate Layer" change the position of any primitive layers below it in the layer hierarchy. It apply an "Angle" from his "Origin" to the resulting calculated points to render the shape, it doesn't modify the values of the underlying layers. "Rotate Layer" is part of Transform Layers category.
