ControlV: Copy the content of the clipboard to the document. If there are not layers in the clipboard, the command is not available. Content of clipboard is preserved.

The place where the layers are copied is determined by the first of the currently selected layers. The paste layer(s) would be placed on top of it. If there is(are) not selected layer(s) when the paste command is invoked, then the layer(s) is(are) pasted on top of the first layer of the document.
